Some buildings had been condemned using false safety reports. Others were emptied through sudden rent increases funded by companies connected to Halcyon.
Recovering the properties proved difficult.
Several had been sold to innocent third parties. Others were demolished. Money alone could not restore neighborhoods or years of instability.
Laura helped design the restitution process but refused employment from Vincent.
“I need to remain independent of your company.”
He accepted her decision.
Hale Metropolitan sold its executive aircraft, private club interests, and two luxury towers to fund settlements before closing active housing programs. Independent trustees managed the money.
Vincent testified before a city committee.
He acknowledged signing the original partnership and ignoring warnings.
A council member asked why the public should trust him now.
“They should not rely on trust,” he answered. “They should rely on enforceable oversight that does not disappear when leadership changes.”
Sophie watched part of the hearing from home.
She asked Laura whether Vincent was in trouble.
“Yes.”
“Because he locked the basement?”
“No. Because he helped create the business that made the basement useful.”
Sophie considered that distinction.
“Is he bad?”
Laura shook her head.
“People are more complicated than that. What matters is what he does after learning the harm.”
