Five years earlier, he had approved a partnership allowing Halcyon to select contractors for a city redevelopment program. Caldwell promised faster construction and lower costs.
Vincent delegated oversight to his chief financial officer and stopped reading quarterly compliance warnings after the project became profitable.
He had not ordered fraud.
He had created space for it by refusing to examine success too closely.
At an emergency board meeting, directors urged him to describe Caldwell as a rogue operator who deceived the company.
“That would be partly true,” Vincent said.
“Partly is enough for the press,” one director replied.
“It is not enough for the families who lost their homes.”
Vincent suspended the Halcyon partnership, froze disputed payments, and requested government supervision of the remaining housing projects.
The decision endangered several acquisitions and reduced Hale Metropolitan’s value overnight.
Shareholders accused him of panic.
Caldwell’s attorneys offered a private settlement. Laura and Sophie would receive compensation. In exchange, Laura would surrender the original records and state that junior employees confined her without Caldwell’s knowledge.
Laura refused.
Vincent supported her publicly.
Caldwell then released emails proving Vincent had ignored three requests for a compliance meeting.
